Add a stack language

https://api.lingohub.com/v2/stacks/{stackId}/languages/{languageCode}

Adds the given language as a target language of the stack. Idempotent: when the stack already has the language, it is returned unchanged with 200; a newly added language is returned with 201 and a Location header. Requires stack-level languages management permission.
