Replace project Git sync settings

Replaces automatic sync modes and schedules. PERIODIC requires a schedule; other modes require null or omitted schedules. ON_COMPLETION requires an enabled branch push policy. Equal values write nothing; unchanged schedules keep their next execution. Existing admitted work is not cancelled. Optional If-Match is checked under the existing configuration locks with current permission rechecked. Requires project-level settings management permission.
