Set Storyblok selection settings

Replaces the complete selection and queues the existing synchronization with new-resource import enabled. Synchronization may delete local resources no longer selected. The response reports every queued import for independent polling; provider work can commit partial results. Equal normalized selection is a no-op. Requires project-level settings management permission.
