Replace project export settings

Replaces all project export defaults used when transfer workflow settings are resolved. Stored job-specific overrides are not rewritten; already queued jobs without overrides may use the new defaults when resolved. Every field is required. Equal values write nothing. Optional If-Match uses the complete corresponding GET representation under current project/settings locks. Current permissions are rechecked after waits. Returns no PUT ETag; GET again for the next validator. Actual changes retain settings audit, content-version and cache invalidation behavior. Requires project-level settings management permission.
