Returns current stored project file-format configuration, preserving absent sections and historical null or empty values. These are project defaults, not resolved settings already captured or overridden by a job. Reads do not execute import/export or synthesize format defaults. The ETag covers the complete representation, including shared settings-row timestamps. Requires project-level settings management permission.
