Replace stack automation settings

Replaces the complete ordered rule configuration of the stack through the existing automation writer. An empty list removes all rules. Existing keys preserve identity; unknown or absent keys receive new server keys. Family order, rule validation, plan quota and shared-segment behavior stay unchanged. Saving never executes the rules or reprocesses existing content. Equal stored rules preserve timestamps and audit history. Current referenced labels are locked before the settings row, matching existing deletion and merge order. Requires stack settings management permission.

Headers
string

Optional precondition. Send the quoted ETag from a GET of this resource. The mutation only runs if a strong tag matches the current representation, checked under the write lock. A comma-separated list is allowed; '*' requires an existing representation. Weak tags never match. Omit this header for an unconditional write. For an action, use the ETag from GET of the target resource, without the action suffix. A stale tag returns 412; read the current state before retrying.
