Set a style guide language variant

Sets the regional variant for the given general language code (e.g. "en" -> "en-US"). Creates the mapping if it does not exist, otherwise replaces it. Requires workspace-level style guide manage permission.

Optional precondition. Send the quoted ETag from a GET of this resource. The mutation only runs if a strong tag matches the current representation, checked under the write lock.
