Creates 1–150 keys of one file, each with its fresh shared segment, in input order with independent commits. Structural and aggregate validation completes before writes. Per-item domain failures do not undo previous successes. An unexpected failure stops later items and marks the attempted outcome UNKNOWN; reconcile by listing the file's keys before new work. HTTP 200 can contain failures. Optional Idempotency-Key replays the entire retained result, including failed items; corrected retries use a new key. Redis expiry/loss or disabled idempotency can permit re-execution; batches are never atomic. No aggregate If-Match is accepted. Single-language CSV independent cell creation is not supported; import complete rows. Requires stack-level segment management permission.
