Replace LINA quality settings

Replaces the complete deterministic quality configuration through the existing shared service. Every rule, enabled flag, severity and HTML setting is required. Empty attribute lists and duplicate attribute names are preserved. Equal settings do not write. Optional If-Match uses the settings GET validator checked under the settings row lock. Changes invalidate the existing quality metadata cache after commit. This does not run checks or modify translations. Requires workspace AI translation management permission. GET again after PUT for the next validator.

rules
object
required

All ten deterministic quality rules. AI review policy is configured separately.

Headers
string

Optional precondition. Send the quoted ETag from a GET of this resource. The mutation only runs if a strong tag matches the current representation, checked under the write lock. A comma-separated list is allowed; '*' requires an existing representation. Weak tags never match. Omit this header for an unconditional write. For an action, use the ETag from GET of the target resource, without the action suffix. A stale tag returns 412; read the current state before retrying.
