Retrieve configured API key permissions

Returns normalized stored workspace and default stack levels, before scope, lifecycle and owner-role restrictions. User-owned keys store no levels and return null arrays. Retained deactivated keys remain inspectable. Stack permissions replace the default only on their stack; they are not an allowlist. GET /v2/api-key remains current-caller effective introspection. Foreign/missing keys return 404. Requires workspace-level API access view permission.
