Delete a distribution release

Deletes the selected release without activating a replacement or cancelling its source export. Optional If-Match checks the metadata GET validator under current ancestry and release locks. Archive cleanup and CDN synchronization use the existing deferred workflow; success does not prove edge convergence or immediate archive removal. Requires project-level settings management permission.
