Returns the complete ordered automation configuration of the stack, which applies to every project of it, and the current maximum rule count. Preserves stored rule keys and family evaluation order, resolves only live same-workspace label identities, and never executes or rewrites rules. The ETag covers the full representation including current label availability and limits. This is not a simulation of shared-segment effective behavior. Requires stack settings management permission.
