Retrieve project placeholder settings

https://api.lingohub.com/v2/projects//placeholder-settings

Returns current stored placeholder-recognition profiles and current project-type defaults in precedence order. Empty and historical absent definitions remain distinct. The ETag covers the full representation; this read does not rewrite content, reset settings or establish generic syntax conversion. Requires project-level settings management permission, matching the existing settings screen.
