Retrieve project capabilities

https://api.lingohub.com/v2/projects//capabilities

Returns upload and export choices for this project's type. Requires resource-view permission. This does not enumerate actual files or override branch readiness and write permissions. A document project always exports native packages: omit export_type; explicit conversion is rejected. MIME types are not restricted. ZIP extraction limits and per-project file limits both apply, including to round-trip CSV/XLIFF imports.
